Update workshop link

The redirect rules on g.c.o. incorrectly redirects
   https://workshop.openafs.org/
to
   http://workshop.openafs.org/afsbpw21/

Fix our link so we go to the TLS enabled site, which is required for the
embedded registration form. The link title is for 2021 anyway, so we
might as well link to that directory.
