volser: restore diskPartition[64] lock_fd comment
The diskPartition[64] wire structures contain an int to represent
the file descriptor. This field is too small to represent the
Windows file descriptor which is a 64-bit HANDLE. A comment had
been added by Rod Widdowson. Restore it.
