util: Don't use FT_GetTimeOfDay for MRAFS logs

FT_GetTimeOfDay creates an LWP dependency. For the purpose that we're
using it in serverLog.c, gettimeofday performs identically. So, just
use gettimeofday and reduce our dependencies.
